It can be. You can write re-elected, or reelected. Rather like co-ordinate, coordinate, co-operate, cooperate, re-emphasize and reemphasize.

It really depends on whether you find unhyphenated double letters, as in reelected, comfortable to read, or not, and whether your intended readers will be comfortable with the spelling you choose. Use your own discretion.
