Feel free to edit this answer to reflect the actual fuse location if/when you find it.
I'm not 100% certain, but if there is a fuse it should be in the black fuse box, under the hood, next to the battery. Just pop off the cover, the fuse locations should be listed inside the cover and that one would probably read 'PANEL' or 'PNL' illumination, or something like that (you might have to do a little shorthand translation).
Some models, again I'm not 100% sure about 2004, also have a small fuse box located on the driver's side end of the dashboard that might hold that fuse as well. It's only visible and accessible with the driver's door opened.
You have to replace the cluster with a metric cluster.
Dome lights
It requires a scan tool.
On all models since 1992, it is part of either the body computer or cluster. It is not removable.
If the interior lights come on and go of and chimes sound off f on a 1997 Dodge Caravan there could be a loose connection somewhere. This is a common condition with the Dodge Caravan series.
