It is hugely unlikely that the rules would be the same in all countries.

Some may require a thorough Gov't inspection of a car after such an extensive rebuild before accepting it as road legal.

Some might not care.

Some might not allow it on any grounds.

On the practical side of things, it's rarely worth the money to rebuild a car that much.

You pretty much need a donor car for things like the instrument panel shroud etc.
