Yes & No. Mounted on top and inside the fuel tank.
It really depends on the year and make/model of your vehicle. Older cars with carburators usually have a mechanical fuel pump that is mounted to the engine block. Newer cars with fuel injection will have an electric high pressure pump mounted either in the fuel tank (combined with the pickup and level sensor) or mounted inline between the tank and engine. A few vehicles were equipped with TWO electric pumps, one to draw the fuel from the tank and the second to raise the fuel line pressure for the injectors.
Should be inside the tank
The fuel pump is in the gas tank. You will have to drop the gas tank to get to it.

Fuel pump should be located inside the fuel tank. Dropping the fuel tank is required for removal of fuel pump. Earlier fuel injected models, fuel pump is mounted at the rear of the vehicle outside of the gas tank. (Usually located on the frame rail)
