I found the answer, so I will share for others:
For a JVC KD-G200 car stereo / CD
See if "No Eject" is set. Press the CD button and the CD Eject button at the same time for more than 2 seconds. "NO EJECT" or "EJECT" will flash, obviously you want eject. (JVC pg 16)
This did not work for me; I had to reset the system. Press and hold for more than 2 seconds the select and power button. The system powered down and the CD came out. Of course, all of the radio presets went away. (JVC pg 2)

How do you remove a stuck CD it plays but does not eject
The other is answer is both right and wrong. I recently ran my battery dead and my jvc stereo plays one song and won't eject. This is obviously a problem that shouldn't exist but it was caused by the power supply being removed. I have not found the answer in the owners manual of anywhere else for that matter. You can manually eject a CD from a JVC car stereo by pressing the CD and CD eject button at the same time for at least 2 seconds. The word eject will flash and at this point the CD can be ejected.
On a Mac, providing the CD is not stuck, you can press the Eject key or right click on the disc's icon and select Eject from the menu that appears or you can drag the icon to the trash and it will eject the CD for you. If the CD has opened in iTunes you simply click the eject symbol next to the CD's name.

you might have to go to the hard drive, go to the CD & manually eject it. instead of just pressing the eject button.
