Check the fluid level and make sure it is full. Sounds like you have air in the system. Did you replace the pump? To bleed all air from the system, turn steering full left to right slowly until air bubbles stop appearing in the reservoir. If the steering continues to pulse or vibrate, continue bleeding by rotating the steering wheel full left to right until vibrations diminish. You may also have a steering rack that is failing. If you changed the pump did you install the correct P/S fluid. Some Fords use Mercon A/T fluid in the P/S pump and some do not.
