Could be a clogged injector or fuel filter. The RPM's go high due to you pressing on the gas pedal to allow more fuel in there. The more air/fuel mixture, the higher your RPMs. Your Idle Speed Controller might also be out, which is why you would need to manually give it the fuel it needs.

Try running some SeaFoam through the fuel tank (put it in before you add new gas to it), then drive around for a bit (5-10 minutes). That should help clear up the injectors and possibly the clog in the fuel filter. If it still acts up, have a mechanic test out your Idle Speed Controller. That is more than likely the culprit.
