If the shifter will not come out of park, check the brake light fuse. The shifter release solenoid uses the brake light switch to unlock the shifter.
yes. many late model automatics require you to have the brakes on, before shifting into gear..... the auto uses the brake switch to "unlock" the the shifter when the brakes are on... ergo.... switch is faulty, then the auto won't "unlock"
The problems are connected The power that runs the brake lights releases the shifter from park. So if you fix why the fuse blows the shifter will work. We service Crown Vics that vintage at work and ran across that problem a few times. Replacing the brake light switch did then the trick.

Check and see if you have brake lights - If there are no brake lights then your shifter release solenoid will not release the shifter, it will be stuck in park. If this has happened then please check the wiring on the brake light switch which is located on the brake pedal. You will probably find a broken wire.

You are supposed to only have to press the brake pedal. Evidentally your brake lights aren't working. You probably need to see if the brake light switch is bad.

There is a shifter lockout solenoid in the console that is activated by the brake light switch. Check to see if your brake lights work. If they don't, you probably have a bad brake light switch, or a broken wire at the barke light switch connector. If they do, then you might have a problem with the shifter lockout solenoid itself. I have seen a lot of those go bad because of a build up of syrup from spilled sodas in the cup holder over the years. If the brake light fuse is blown your transmission will not shift out of park.
