On a 2002 neon there is one on the left side of the dash. Open up the drivers side door and it is on the side of the dash. There is also one under the hood near the battery, looks like a black box and the lid has clips holding it on. Cant say for certain about any other years, but most vehicles generally have one on the drivers side in the dash somewhere and one under the hood near the battery.
