I'm not sure, but i think the windstar (99) has two seprate computers, one is on the fire wall, and one is in front of hte passenger seat, under the glove boxthe pcm is under the wiper cover on the pass side i just replaced one.It is on the right-hand side and is only accessible from the engine bay. The ECM on my 93 Deville is located inside passenger cabin, on passenger side, behind dash under the glove box against the firewall. It is held in place by a single 9/32 nut on the bottom of unit. This unit can be replaced with very little difficulty and no removal of any other parts.

If the brake pads come with shims or other anti-rattle hardware and it is not used on the vehicle, the brake pads will vibrate against the rotor as they are being applied and that will cause them to squeal.
