The horn fuse is the same as the brake fuse that must be engaged in order to tell the transmission that your foot is actually on the brake and it's OK to shift out of park. If that brake fuse is blown, you have to pick out that small rectangle shaped plug that is located right on top of the steering wheel plastic housing. Once that plug is out, you can place a small flat blade screwdriver down into the opening and press down to release the shift lever lock so you can shift the car into gear.
