When this happened with my '00 Civic, it was a malfunctioning vehicle speed sensor (VSS). They typically fail any time after 115,000 miles. The part should be on top of the differential housing.

A worn or frayed speedometer cable will make the speedometer shouter. As the speedometer cable becomes more frayed the speedometer will eventually quit working.
Get a Chilton's book for your car.
The speedometer is a part that commonly fails on the 1994-1997 Accord. Buy a used cluster on eBay for about $80 from a reputable seller, and swap it yourself. The wiring on your car is probably fine, as well as the speed sensor on the transmission.
If the speedometer and abs light are not working then you have a speed sensor problem. If the speedometer or odometer are not working then you will need to take it to the dealership and have them send it off for repair.
I got a 2008 it just broke on. 3400 miles :(
