It seems like your radio is damaged. You can try to reset the system by taking out the battery, if the radio is in your car.
By taking your car to a GM Dealership. They have the special equipment to do it.
Try taking the power lead from you radio and run a wire directly to your battery. This will bypass anything that will cause noise on your radio. Just remember to turn it off when you get out of the car!
