Check the daytime running lights module. This item was defective in some vehicles in the early 90's, and when it failed the result was lights that would not turn off or they would be very dim when the vehicle was running. You can check for recalls at the dealer.
Daytime running lights can be turned off by removing the fuse that controls them. The fuse is in the passenger compartment fuse box. The fuse number is D5.

I am having the same problem with a 1994 model. The high beam indicator is also on. I believe it is related to the daytime running lights because when I turn on the headlights the lights get brighter. As I understand it daytime running lights are the highbeams at about 50% power. I need to find where that relay is and test/replace it. wish me luck...
If the Explorer is running engaging the parking brake is supposed to turn the daytime running lights off , otherwise the daytime running lights are supposed to shut off when the engine is shut off . I have a 2004, Eddie Bauer Explorer. On the light switch itself, there is a selection to turn on or off the day lights, as well as the extended, courtesy lights after ignition is turned off.
The daylight running lights of a Ford Explorer can be turned off by using the manual headlight control switch. Place the switch in the middle position to turn the daytime running lights off. The headlights will then need to be turned on manually at dusk.
You cannot turn them, at leas not officially. The work around is to remove running light relay.
Hook your ingition power wire from the ingition harness to your head light switch (useally Green in color on GM) and it will solve your problem
Answering my own question here, it's what I thought it was. One of my high beams was out, so my high beam indicator was flashing when my headlights were not turned on. As for the daytime running lights, they came back on when I changed the bulb.

You probably need to check the headlight module located neer the front of the vehicle
Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least
