I have a 2000 silverado and it takes three times of turning the key before it will start. I recently worked at ROUSH Racing and the mechanic told me the problem was the check valve on the fule tank. He said the check valve was located on the top of the fuel tank and you need to drop the fuel tank to replace it. I had an estimate at a dealer and they said $500.00 to fix it.
