My Haynes manual says 52 in-lbs which is 4.3 ft-lbs.

Tighten the bolts from the middle two bolts and out-ward to avoid warping the manifold. And re-tighten after a warm up cool down cycle.
You need to put some heat in your gas tank; sounds like you have water passing through the fuel injecters dirt in the intake manifold/throttle/air flow meter
