What kind of car? Most have 2 relays, one for fuel pump and another that is a main engine relay.
But I do not think that is your problem.
1. Do you have head lights with no key in ignition . No, fix battery connection, yes, check battery charge.
2. Do you hear fuel pump, turn on for 20 seconds in key on but do not crank. Condition? yes, continue to next step. no, check fuse, relay pump and wiring.
3.Does starter turn over or just click or dash gauges go crazy when you try and crank car? If starter turns over fine , you could have no spark to plugs etc.
4. Now I need to know what kind of car it is .
5. Also a dead short in fuel pump, or hot to ground in fuel pump circuit could cause melted fuel pump relay, most fule pump circuits are fused but not all.
I THINK U NEED TO REPLACE THE STARTER
This is probably the starter going bad. You should have it looked at as soon as possible or replace the starter yourself.

A starter solenoid can be bypassed by connecting a jumper wire between the battery and ignition posts on the starter. This will cause it to spin immediately without using the ignition switch.
A starter will not disengage if the ignition switch is stuck or if the solenoid has jammed. This will cause the starter to constantly receive power.
Probably a stuck solenoid.

I have a brand new starter & Battery installed 3 months ago.Now it won't hit a lick.If I turn the ignition key over a few 20 times maybe it will startup. Could it be a starter relay?
You need to replace the starter.
the solenoid on your starter is finished, replace the starter......
I've had the same issue, It's a bad ignition switch, replace the ignition switch and you should be good to go. P.S. the ignition switch is located under the steering column, it's held in by 2 screws, but it can be a hassle to remove.
It can cause the ignition lock cylinder to not turn. If it turns then the key is not why it will not start. Look into the ignition switch, starter, battery, or connections.
I had the same problem. I took it to a mechanic and they told me it was the ignition switch.
