It may be that the pressure tank is water logged. This is when there is not enough air in the tank to be compressed. Water does not compress, so air is used like a spring to keep pressure in a tank. Often a tank will have a rubber bladder to hold the air and there may be an air vaule on your tank to add air. This air valve is the same type you see on car tires. Also you may want to look for a leak, maybe in a line under ground or under your house were it may not be seen. One other thing, the bladder may have a leak that can allow water to enter it.
