It may be caused by a poor needle and seat. The needle or seat may be clogged with debri allowing fuel to continuously flow into the bowl and out the overflow tube. Check this theory by removing bowl, and reinstalling fuel line and carb to engine and allow fuel to flow. Once flow has begun gently push float into the most highest point. Fuel should shut off. If it does not, then you need a new needle and or seat.
Either theres a clog. or clogged on your engine blog or on your hose.
The hose that goes from the overflow to the bottom of the radiator on a 2002 Windstar is the bypass hose. It allows coolant from the overflow to return to the radiator as it cools.
Carb float stuck down, needle stuck open. Pull carb apart and do a thorough cleaning. Pull the carb out, remove the bowl(larger part on bottom with 2? screws holding it in place. I don't know the details, but you should be able to get to the carb through the access panel under the seat. Usually any fuel leaking out of the carb like that would be an indication of a sticking or defective needle/seat and or float mechanismn. Clean thoroughly with carb cleaner and or rreplace needle/seat/float and bowl gasket.
unhook the overflow hose from the fuel filler hose and put a syphon hose through it to the tank. I used a 3/8 hose.
Check your float in the carburetor it sounds like it is stuck open.
Follow the main radiator hose located by the overflow tank. It should be where this hose attaches to the engine.
of course there has to be a hose from some part of the cooling system to the over flow tank otherwise whats the point of having a overflow tank (looks lol)

im not sure but i think instead of the carb getting gas from a hose, there is a fuel injector that injects the gas into the carb.
