Over-steer is a condition describing when the automobile turns sharper than the steering wheel is turned.

This can also be a controlled situation in that the suspension is set to give aditional cornering angle based on side loading of suspension components.
Over-steer is UNSAFE in normal street usage and most cars are built to agressivley prevent Over-Steer. Most modern cars are built and adjusted to have an UNDER-Steer condition as the reaches the limits of grip.

Faulty power steering pump, low fluid level, and improper belt tension are the most common. It can be causes by damaged or restricted power steering lines, steering gearbox, steering rack and pinion, seized tie rod ends, strut mounts, ball joints, over sized tires, and so on. If you hear a whining noise while engine is running suspect fluid loss or damaged power steering system component.
