The clutch throw-out bearing may be failing.

There is a switch mounted under the dash above the clutch arm. It has either slipped out of its bracket or is bad. It is there to keep you from starting the car with the clutch engaged. A safety factor.
there is a safety switch on the clutch, it should be on the inside of the car that the pedal has to activate so the car will start, apparently that switch is bad.

It SHOULD be on the clutch slave cylinder. Follow the hydraulic line from the clutch master cylinder down to the slave cylinder. Depending on the vehicle, it could be behind the dust cover of the bell housing.

if I understand the question you asked correctly, I would say you are in need of a clutch but it might need adjustment but not likely.
The compressor clutch does not need to be shimmed. The outside disc is pressed on until the proper air gap is achieved. If it is pressed on to far it has to be pulled off and reinstalled.
