hi could be possible that turbo seals are leaking on mid housing and engine is sucking oil straight in and running on it, hence switching off makes no difference. also check your oil level some vehicles if over filled will exhibit the same problem until excess oil is burnt off. or if vehicle is a diesel could be you have boost control unit that that has seal gone allowing fuel into air side and sucking it straight into engine.
