No. If the themostat is not working the care will run hot if stuck closed and not reach operating temp if stuck open. First check to see if there any sign of leakage on the ground that could mean a bad water pump, hoses, radiator, or freeze plugs. Check the passenger side floor which could mean a bad heater core. Check the engine oil for radiator fliud which will tell you if you have a bad head gasket letting antifreeze into the combustion chamber and out the tail pipe.
If you mean the water in your radiator, don't drive your vehicle until it thaws or your engine will overheat because no coolant will be flowing through it. You should keep 50% antifreeze and 50% distilled water in your car radiator at all times.
