Check stop lights (fuse switch) they should be on the same line as shift interlock circuit
It is for the trailer running lights.
I don't know for sure but on some fords if the fuse for the brake lights is burnt out it will not shift from park. On fords if you turn key part way to on position then shift to neutral and start engine. Do not use park till you get fuse replaced. Mine blew because of bad trailer light harness. Sorry if this does not work on chevy.
The neutral safety switch on a 1996 Chevy Caprice is located on the side of the transmission. It prevents the vehicle from being started unless the transmission is current set to park or neutral.
It shouldn't have, or need, its own fuse. It should share a fuse with the marker lights <sometimes referred to as 'Park(ing) lights'>.
Check the fuse for the brake lights. If that fuse is blown it will not come out of park.

The fuse for the parking lights on a 1997 Plymouth Breeze is located in the fuse box, which is typically found under the dashboard on the driver's side. You can identify the correct fuse by referring to the fuse diagram, usually printed on the inside cover of the fuse box. Look for the fuse labeled "Park Lights" or a similar designation. If the fuse is blown, replacing it should restore functionality to the parking lights.
Back up system fuse burned out and the tranmission has a lock out for park. Try changing the fuse and looking for a short in the brake lights or turn signals.
I had the same problem and after a bit of searching, it ended up being the Park fuse. Fuse Number 4 on my 2001 Dodge Dakota.
Check the park lamp fuse.
