The meter shows low because when the batt. is all charged up the currant is very low because the batt. does not need to draw any more currant. When the batt. is low the batt. draws currant becaus the cells in the batt. need currant to charge.

Then you need to remove the a/c line bracket. it is attached to the right side on the motor. unscrew the lift hook from the right side of the engine. Internal or external regulator doesn't matter. you can see if it's putting out by running a voltmeter across batt terminals with car running also if it runs with batt disconnected or generates a magnetic feild, it's working. . If it's an older external, you can even change to internally regulated type with the right adapter. if you need to know stock output, need vehicle info.
