HID stands for High Intensity Discharge. Instead of a glowing filament (as in a halogen headlight bulb) an HID bulb has a pair of electrodes with a gap between them, and metallic salts in the quartz capsule with the electrodes. An electrical "ballast" steps up the vehicle's 14-volt line current to several thousand volts to start an arc across the electrodes. The heat of the arc vaporizes the metal salts, which make the arc very much brighter, and that's the light source. Headlamps originally designed, built, tested, and certified as HID headlamps are legal in all 50 states. So-called "HID kits" to convert halogen headlamps are widely available, but they are (all) illegal and dangerous; halogen headlamps mustuse halogen bulbs.
