It is where the tow hook threads in.
On my 2000 grand cherokee, It was in front of the battery on the fender wall. Remove battery and you should find it. It is under the bumper cover, under the passenger head light. You either have to remove the front bumper, or you remove the headlight and cut an access hole.

The radiator fan relay has failed. The relay is under the front bumper cover under the right front headlight. The easyist way to access the relay is to remove right front headlight and drill a 1.5 inch hole to remove. Otherwise the entire front bumper has to be removed.
If it is anything like the 2002, it is spring-loaded. You push in the front edge of the light, and slide it toward the front of the bumper. The rear tabs will unhook. and you can work the lens out of the hole.

1 -6 -5- 4-3-2 clockwise The distributor plug wire hole number one is facing the front center of the engine. Stand on the front bumper and #6 is on the next distributor hole on your left side. (passenger side) Spark plugs The number one plug wire is on the front -drivers side followed by 3 and 5 is at the rear toward the firewall. The number 2 plug wire is on the front - passenger side followed by 4 and 6 at the rear toward the firewall.

The horn is located low in the center & just in front of the front wheels. You can gain access from the bottom of the car through a panel hole along the bottom or perhaps through a bumper hole. There are two horns and these are common failure items.
The front bumper has an 'air seal' piece that spans the width of the car under the bumper. On each side there is a square access hole just behind the fog light locations. Through this access hole & adjacent the inside of the fender you will find the horn on the driver side. Ford eliminated the passenger side horn after the 1995 model year, but many people re-content it by running an extra wire from the existing horn and installing aftermarket horns.
There is one behind each fog light hole in the front bumper, and one in the airbag computer under the center of the dash.
