If the pipe is in good enough shape you can weld over the hole, BUT If there is one small hole rusted in the system it is a good sign the pipe is rotted. There will be many other holes soon. There are probably more holes than you know about. You will probably have to have an exhaust shop put in a new pipe for you.
It will make the exhaust come out those holes instead of the the tail pipe. Just take your vehicle to a muffler shop and have them remove your muffler and put pipe in it's place. No restriction means more flow which means higher performance, unless your talking about a 2-stroke then don't f with it.
Check if there are any cracks forming, particularly at any connecting points. Also, look for signs of burnt paint or discoloration, and any holes or rust in the exhaust pipe or muffler.
