If you are referring to the daytime running lamps (DRL) on Canadian Explorers not turning off when the parking brake is engaged, I believe that is a defective DRL module.

one thing you could do is locate the fuse for the running lamps and pull it out but that may turn off your regular driving lamps. if that don't work than i don't belive you can turn them off.
