The thing you step on that blows out air is typically a foot-operated air pump or a foot pedal for an air compressor. One thing to do is to check the A/C Relay. Mine wasn't plugged in once and it did that.

most likely your blend door is broken! so ,your getting hot air from the heater with the a/c on. you will need to fix the heat control unit under the glove box .
