Try using 3-m spray glue. make sure surface is clean. squirt a "light"coat on both surfaces, let it sit for a minute, lay it down. WARNING once you lay it down, you cant pull it up again, so do it right the first time.
There is special vinyl glue for that. Available in Walmart and possibly other stores.

There is a type of glue known as Goop, which is your best bet for gluing leather to foam. A well stocked hardware store will carry Goop.

i found a solvent kind of glue called dichloroethene works wellANS 2 - 'Plastic' is such a nebulous term. There are so many different plastics these days that a question like this is almost impossible to answer. - Polystyrene, Polyvinyl, vinyl, PVC, ABS, CPVC, plexiglass, Lucite, acrylite ,etc, are all 'Plastics' and each takes a different adhesive.
An auto epoxy called Speedgrip is best for this. If you can't get it then use J B Weld.
