Be careful here. It is not an alen key or wrench as you put it. But is is a 19mm specialized key that can usually only be bought from a dealer or VW parts store.
not sure for 2001... the 2004 Allen wrench size is 8mm.

pull back the ruber around the bolt and use a pair of vise grips.
I am looking at my 1991 Jetta, and I believe the bolt your talking about requires a Allen wrench. I prefer to use the style that attaches to a rachet. You can pick them up at most auto supply stores. It will need to be a metric set. Joey
