Remove the spark plug wires from the spark plugs, use an extension for your Allen wrench, and use a spark plug socket to remove the spark plug.

you probobly just need to change your spark plugs and wires.
4-cylinders have four spark plugs, 6-cylinders have six spark plugs, 8-cylinders have eight spark plugs, etc, etc, etc
I had a 95 neon. I changed them every 12,000 miles
Could be plugs and wires (spark plugs) I had a mis-fire (only 3 cylinders running) and I replaced my spark plugs and wires, and it worked. I have a 2003 Dodge Neon SE. Cheers!

your neon sputters from old spark plugs and plug wires. i changed both and problem went away.

Spark plugs and wires, not to difficult just do one wire and plug at a time. A spark plug socket makes this much easier
simply pull on the spark plug wires, after removing engine cover of corse. then get a rachet exstention connected to your rachet, find the correct rachet size, place it in the the spark plug holes loosen all the way, remve rachet and then put the long plugs back in the holes intil the click back on the plugs pull up and repeat proseess
