The pitch of the propeller causes this noise.

Check out the Instructables website and type in "Propeller-Powered Car" on the search window. The instructions for it will come up along with a video.

The way you make an elastic powered propeller is to wine a propeller to a twisted elastic, let go and enjoy!

propeller
A uni-rotating propeller is one that can go around in both directions. This type of propeller typically will do different things depending on which direction it is going.
The rotor is like the engine to the propeller. A propeller is the fan like blades on the top that spin to make the helicopter fly.
It could make a grinding type noise when moving slow. A "whirrr" type whine when moving faster. The grinding noise may change to a clunking noise when turning the wheel. Any of these noises means "fix me now or else."
