All the small Briggs engines seem to have a points gap of 0.02 inches
any where from 120 lbs to 180 lbs
A Champion CJ8Y or J19LM will perform fine
0.030" for a champion or 0.020" for NGK and others.
The spark plug should be gaped at .030"(76mm)

The most common reason for a carburetor not to receive fuel is a plugged fuel line. The fuel filter can also be plugged.
80-90WT hypoid gear oil. I use synthetic because it lasts longer, seems to lower the drag on the gears, and shifts easier from F-N-R
The easiest way is to use a standard business card between the coil and the magnet part of the flywheel.
