regular everyday powersteering fluid will work or you can use a dex III transmission fluid. it will work the same and be cheaper.
Motorcraft MERCON automatic transmission fluid is used in the power steering ( according to the 2000 Ford Explorer Owner Guide )
Fluid type: Volvo power steering fluid or equivalent.
