Look at the level in the power steering reservoir...
Probably a bad power steering pump or bad power steering fluid.
Plain old power steering fluid.
Just use ATF
Dexron automatic transmission fluid or power steering fluid that you buy from the parts house.
power steering fluid is fluid that makes the power steering pump work and it goes in the power steering pump under the hood.
The power steering fluid recommended is Mopar
Remove the plug on the bottom of the power steering fluid pump. Drain the power steering fluid out. Replace the plug to the bottom of the power steering pump. Replace the power steering fluid.

On a 1991 Chevrolet Caprice Classic, the power steering fluid reservoir is typically located near the front of the engine bay, often on the driver's side. It is usually a translucent plastic container with a cap labeled for power steering fluid. To check the fluid level, simply remove the cap and look for a dipstick or markings on the side of the reservoir. Always ensure the vehicle is off and the engine is cool before checking the fluid.
