The engine Will struggle to get fuel.
Clogged fuel tank vent. As the fuel is removed air must enter the tank or it will collapse. Can be nothing more than a defective fuel cap.
The Malibu might have a problem with the vapor canister. If the canister is clogged up the fuel tank will not vent right and the car will be hard to start.
Sounds like you have a restriction in the fuel pickup in your tank, or in the fuel line between the bulb and the tank. Inspect, clean out, replace if necessary. Or, if you have an air vent in your fuel tank, it could be closed or clogged. Open it and/or clean it.
The 'vent valve' is a breather... it has no moving parts... they're typically placed at the top of the fuel tank.
