A weak battery, loose/broken wires making a short, defective sensors that monitor what the gauges are displaying
gages smell cause its basically dying flesh on your ear so when you take them off.......the smell leaks out.........its really disgusting
If the gages in a 2000 Mercury Cougar at not working, it is likely that a fuse is blown. While the chance is slim, there could also be a wiring harness malfunction.

When you open the hood does the underhood light come on ? If not , it sounds like you have a dead battery or a poor cable connection to the battery

Loose wiring behind the dash.. Pull the cluster and check the wiring or check with the dealer they know about this problem and they may have issued a recall. Hope this helps
