False. On most engines you actually want them running while you check the oil! Oil is meant to lubricate the engine while it's RUNNING, your only concern should be with the oil level while it's doing what it was meant to do.
The above answer was posted by a fool. Of course you check the oil with the engine off, vehicle parked on a level surface. Check it after the engine has not been run for 30 minutes to get an accurate reading. Add only what is necessary to reach the full mark and do not overfill.
This is a good practice to prevent engine damage from running the engine low of oil. You must let the engine set for at least 5 minutes before checking the oil level. Otherwise you will get a false reading. DO NOT OVERFILL!
