Because a vent is closing. Its the fresh air intake closing.

if its the clicking I'm thinking of its the actuator for the vent door. try shutting off everything off in the heater/a/c system for a couple of minutes and then turn it back on. that usually stops it for me.
was there something on your dash that fell in the vent, a bad fan will make noise all the time.

Vent door gear is stripped. It is found under the passenger side dash. Remove glove box to get a good view of heater box . You will be able to locate which one is bad ( there are two vent controllers), by listening to them while trying to turn on you a/c. A cheap fix is to unplug the one making noise and shim the vent open. Hope this helped.
