The other is in the engine compartment on the right side, just behind the windshield washer tank, covered by a shroud - some have flip open doors to get at the fuses. (Beneath that fuse box are also some electircal relays, just as importanst for some operations.)

On my 96 eldorado there are 3 fuse boxes. 2 in engine compartment 1 in trunk. The regular fuse box in engine compartment is on the drivers side under a plastic panel with an access door that you slide up and pull open, it's about 4"x4" and is marked fuses. The second one is maxi fuses and relays and is under the plastic cover, you have to pull the large plastic cover up and out to access this one. The one in the trunk is located on the back of the seat, drivers side. Pull the black material down to access the fuse panel. on your 98, again this is on my 96.
