1999 cougar starter. Stand at the left front fender facing the car. DISCONNECT THE BATTERY.The starter is located below and to the right of the air cleaner. It is near the top of the engine at about the the two o'clock position. You need to remmove the air filter, box and bracket. On the automatic transmission model you need to remove the gear shift mechanism. That is a fairly large cable attached to the transaxle slightly to the right of the starter. It is held in by two bolts. Remove the two small nuts holding the "front facing you" of the starter to a bracket in front of the starter. Rremove the bracket. There are two fairly large bolts holding the starter to the engine. They are essentially verticle, not horizontal as you would expect. Remove the cables. (write down what cable goes where). Remove emmission and water hoses as necessary. You might want to remove the battery and it's retaining "plate". I did and it gave me more room to work. Good luck in wriggling the starter out. My daughter asked me why I held my tongue in a particular position. I told her that was the only way to get the starter out of her car. Also, it helps if you have small hands or can draft a kid with small hands to help. Do not use your daughter. She might break a nail. GOOD LUCK.

It's a bit buried. Note that the 1999 Mercury Cougar has no user-servicable barts.
The starter is located on the front side of the transmission in this model of the Mercury Cougar. If you need to work on it make sure the transmission is cold so as you do not burn yourself.

To replace the hinge on a 95 Mercury Cougar, remove the bolts holding the hinge in place. Find a replacement hinge from the manufacturer and install it using the right hardware.
I recently bought a starter for $100 at Auto Zone and paid a guy $60 to install the part. Dont know how much it would really cost if you took it to a shop.

On a 1999 Mercury Cougar : The starter relay is in the power distribution box ( which is " live " ) located in the engine compartment on the drivers side Relay ( R7 is the starter relay , green color ) You can view the 1999 Mercury Cougar owners manual online at : www . motorcraft service . com ( no spaces ) Click on Owner Guides ( the power distribution box diagram is on page 153 )
Follow your positive cable(usually red) from your battery to your soleniod. From there it should run into the starter. The starter on a v6 is under the intake manifold.
