The fuse box is inside on the driver side next to the gas peddle. There is also 2 high beam fuses under the hood on the left side of the engine you may want to check these also.
They are day time running lights. You can turn them of by pulling out the day time running light fuse. Saab manual will help you locate the fuse.

Do you mean the turn signal lights/blinkers? Check the turn signal flasher mounted on the fuse box in the lower left-hand side of the dash below the steering wheel.
