Fuel lines in vehicles are routed from the tank (usually back in the back) along the undercarriage or frame to the engine compartment. The place to begin looking is along the bottom of the firewall. The line will be a steel tube, but don't confuse it with a brake line.
Underneath your Explorer, on the driver's side, in the frame rail - from the fuel tank to the engine compartment/engine.

I know that on a 1995 it is located in the rear driver's side of the engine compartment. Although if you just follow the fuel line (it should have a flow arrow on it) from the engine block out it will run into the fuel filter.

Follow the fuel line as it comes out of the gas tank. You should find the main filter within a foot or two. There may be a secondary one under the hood near where the fuel line enters the engine compartment.
