The fuel filter is non-replaceable, and integrated with the fuel pump module which is inside the fuel tank. To replace the fuel filter, one must replace the entire fuel pump module, which requires either the removal of the fuel tank, or the removal of the truck box. Six of one, a half dozen of the other, as far as which method is easier.
Apparently for Dodge Dakota's you need a special Door Handle remover tool.

You will need to replace the fuel pump and filter, The fuel pump is what makes the pressure.
It is incorporated into the fuel pump on that year onwards so no need to replace.
