I would just check ALL the fuses. Often, the fuse that should be what you're looking for isn't the one that's causing the problem, because one fuse draws power from another fuse.
Also note that there is a BCM software error in some Caravans that causes it to erroneously detect a door lock circuit fault and results in the BCM disabling the power door locks. If you clear the BCM codes (disconnecting the battery might do this) and the locks will work again for awhile, you know this is your problem.
If you have this software error, you can bring it in to the dealership and have the BCM updated with new software that fixes the problem permanently.
