The fusebox and flasher should be under the dash near the steering column.
The turn signal flasher on all years of Chevy Celebrity models is on the fuse block. The fuse block is at the bottom of the dash to the right of the steering column.

The flasher for the turn signals is located on what Chevrolet calls the convenience center. It is located behind the dash to the left of the steering column. It is anything but convenient to get to.
The turn signal flasher is under the dashboard mounted on the lower corner of the fuse panel.
