go to the fuse box and grab a needle nose pliers, change out the fuse that is not working
there is a fuse on the fire wall ,there is constant power to a bolt with wires coming from it, under that there is a plug that is the fuse.

Yes and no. It is not a separate fuse. The same fuses that power the engine computer also power the cruise system. So if the engine runs, it is not a blown fuse.
