if you have the twin turbo motor the fuse should be in the fuse box that is underneath the hood in front of the passenger side headlight.it should be a 15a fuse on the extreme left in the box.
no the passenger air bag was introduced in 1994 changing the dash used from the gen 1 to the gen 2

My 1992 Dodge Stealth ES is doing the same thing.. and I had the tranny rebuilt only about a year ago.Turns out, the Transmission ECU was fried... no power to the tranny at all so it defaults in 3rd gear...Do you have a 'PWR' & 'ECO' transmissions mapping switch in your center console? One indicator for me that the ECU was fried is that the light on the dash board did not come on when it was set to Power. (No lights should be on when it is on economy.)Hope this helps.
